If you purchase a used system and it has an OEM license for XP then you can use an OEM copy of XP to install it on that computer. The only other option is to purchase a retail copy of the OS you want to install.

I had fully functional device manager listings in all cases except a Gateway, which left me w/o drivers fro audio, video, and network. It was very difficult to find them, but eventually I did, and all worked well.
