Copy the "PSP" folder to your PSP. The downgrader is "signed" and can be launched from OFW XMB. You need to copy the 6.20 update to PSP/GAME/UPDATE/EBOOT.PBP and for PSPgo it must be the eflash it is placed on.
Basically if you just drag that 'PSP' folder from within the download onto the ROOT of your memory stick, you should be good. From there, unplug your PSP and go into Games>Memory Stick on the XMB (Cross media browser). You should see an icon to update to 6.60.
