It's not a cheat although it is a MOD...BUT SINCE it only affects YOU and your view and not OTHER people or the game. It's safe. I'd recommend for those people who don't have money and can't afford expensive stuff.
Do you know any links which has terrains and exclusive arcanas too? Mainly for IO and ES. People don't get banned often (yet). But they are illegal and a bannable offence.
