The word ‘Decree’ refers to the eternal plan by which God has rendered all of the events of the universe as certain. This includes past, present and future angelic and human history. The Decree of God is the chosen and adopted plan of God for all of His works.
The term decree is a term used to describe the outworking of God’s eternal plan or purpose. Sometimes the doctrine is referred to as the decrees of God but this is inaccurate. This is because God’s decree is actually one, all‐encompassing, plan. However, what we see in the Bible is that

God’s decrees include his determination of all his actions, and thereby all the events that occur. It includes his decree to create, and then to govern all that happens in his creation.
