Rules of origin determine where goods originate, i.e. not where they have been shipped from, but where they have been produced or manufactured. As such, the ‘origin’ is the 'economic nationality' of goods traded in commerce.
Rules of origin determine in which country a product was sourced or made - its ‘economic nationality’ – and help ensure that customs authorities apply lower duties correctly so that businesses located in the free trade agreement countries benefit from them. It’s as easy as 1, 2, 3!
The WCO, in the International Convention on the Simplification and Harmonization of Customs Procedures (so-called Kyoto Convention which entered into force in 1974) defines rules of origin as follows:
