"Dating" really isn't a thing exactly. I kind of wish that was a little more developed, but anyway you give someone a bouquet at 8 hearts, which unlocks the last two and lists them as boyfriend/girlfriend on the relationship screen. At ten hearts you can propose by giving them the pendant.
