A Google search indicates that 1-800-278-8830 is Chase's fraud prevention department. And since you're the one calling, the number can't be spoofed, so I wouldn't worry about it. If it helps, I have gotten Chase cards before where I had to call to verify info (don't know the number though).

They're using an external system that matches names to phone numbers. If the name doesn't match the phone number you're giving them, then they can't call to verify through that method. Sometimes it may not match because of whose name is the primary on the phone bill, caller ID issues, or # changes.
File a complaint with the CFPB against Chase, and send T-Mobile a 609(e) letter (see the link) to get a copy of the fraudulent driver’s license. You can also file an FCC complaint against T-Mobile, but that won’t help you get your money back.
