By virtue of RA 11315, otherwise known as the “Community-Based Monitoring System (CBMS) Act” signed into law on 17 April 2019, the PSA is mandated to implement the CBMS through the Community-Based Statistics Service of the Censuses and Technical Coordination Office.
Since 2000, CBMS has been adopted by the Local Government Units (LGUs) through the authority of various issuances from government agencies such as the Department of the Interior and Local Government (DILG), National Anti-Poverty Commission (NAPC), and National Statistical Coordination Board (NSCB).

CBMS, through poverty mapping, aids in identifying the location of municipalities, cities, barangays and even households which are in dire need of basic services.
