You have to fight a lootable item called "Camden County Map", right click on it and select read map. Then on the bottom left there is a button called "show all", I think? That pulls up the standard controls to make notes and symbols (make sure you have a pen).

Great start, but you're still missing a ton of stuff. Including, but not limited to: the Hunting store to the east of the city (also next to an unlabelled fire station), the other police station, the surplus store, the mall surplus store, the jail and the military checkpoints spread around the south. APRIL 2023 UPDATES - Decals on various cars/clothing were changed to reflect Camden County environment, VHS tapes and Radio/TV shows were brought in line with the general Camden theme.
