Your build should adapt to what you are against, there is no one right answer for what to build with Viktor. The only two items that you should build y/y are the little crown and the little boots. Why those core items and not others, though?
All of these qualities makes viktor an ideal front to back teamfighter (a champion that thrives on playing behind his frontline (tanks) in a teamfight and dishing out damage).
