this is not a franchised budget location and as a corporate owned airport location, it is unacceptable and speaks extremely poorly to the entire budget organization. the service here is consistently sooo bad, i may consult with my finance department to get our corporate account switched to Hertz.
I would never, ever rent from this location again. This experience was a total disaster and I strongly advise others to avoid Budget Rental Car Center at JFK Airport.
