If you don't know which release to download, you probably will want to download the BL3SaveEditor.exe. Then if that doesn't work, you should try the BL3SaveEditor.zip version of the release. Click Open, then you can select either a profile (profile.sav) or a game save ([NUMBERS].sav).

22 wrz 2021 · Allow reversing the order of your items as they appear in the item list. Allow changing of backups folder/opening config folder/opening saves folder in the Settings tab. All Item Levels input now uses "Set" button to apply the levels. Correctly identify item rarities rather than labelling unkown rarities as legendary.

You can look online for game specific game save mods. For example there's a MGSV save editor.
Sandsmark's save editor that can edit quest/mission states. https://github.com/sandsmark/borderlands3-save-editor . The only issue is you might need to "manually update it" i.e. edit the source and recompile.
Personally, I'd like to see a save editor made for RPGs like Ni no Kuni II (those goshdarn resources...), Final Fantasy IX, Assassin's Creed Origins (getting money becomes really difficult later on, which is why I stopped playing months ago), and the like. I would purchase and edit the PC versions, but...I don't have a PC.
