I use a proxy by xroxy, they're not too expensive and it's a pretty good service. I'm not sure if you can stream the races live, though.
You can watch all the bbc channels live. Check the schedule for F1 to see wich channel to choose. The installed software makes a vpn connection with the uk and it's very fast, HD capable.
BBC has the best free online stream, but you need a good proxy to watch it outside the U.K.

The BBC steams it live on this page and about 30-45 minutes after the show finishes, it will be posted on iPlayer for the next week. So yes, it's streamed live, but on a different page on the BBC website.
There is a stream for every race on a streaming website usually that is originally from either the UK based channels sky sports f1 or from the BBC. They are often very good quality.
