Davinci Resolve is free and pretty powerful. Depends on what you want to do, how much time you want to spend and what device you use. I mostly use the GoPro Quik App for fast cutting, Shortcut on PC if I want to have a bit more freedom and possibilities and Lumafusion on iPad if I want to do every single cut.

Gopro Quik is good for limited editing - mostly trimming clips and speed changes in my opinion. It's currently only offered for Andoid / IOS so you're stuck with a small screen (or tablet) I use Kdenlive on a PC for more involved editing.

"Best" is subjective and you're going to have to test a few editing programs to find what you like. Generally, Resolve is a well known, well supported, heavily used editing suite that will allow you to grow into your editing skills.
