Thanks to the 2.7 patch, you can now get a full e40 PvP set by doing a quest in C-Dredgion. All you have to do for the quest is kill the final Captain in the dungeon. Do that 5 times and you have yourself a full PvP set.

Go to the abyss and Theomobos/Brushthonin to do some of the quests there. I suggest you start spamming Fire Temple once you reach 27 if groups take you for farming runs. 30-40 is when you'll start feeling the grind. At 30 you can already alternate between Morheim/Eltnen and Beluslan/Heiron.
