I play with a Steam Controller, which is probably a bit better suited to city because it can better emulate a mouse. (also loooove the back paddles) It's probably also easier to rebind functions with Steam (regardless of the specific controller) because imo, their rebinding mechanics are far superior to Joy2Key.
Big Bad Ensemble: After Lord Recluse, Nemesis holds the biggest claim to being the main antagonist of City of Heroes, serving as the Mysterious Backer of several powerful enemy factions, and even starting the Great Offscreen War in the backstory.
