You don't need access to said phone number to begin the account recovery process. You simply need to be able to confirm what the number is. Then you can change it if the hacker isn't on top of using the device.

Someone hacked my AppleID account and changed the Trusted Phone number and the Password. I have been unable to reset it on my own, and the overnight support has not been able to help either. I also can't get account recovery because I don't know what the phone number was that they changed it to.

I received the verification alert on my iPhone and shortly afterward I got the routine email letting me know my Apple ID was used to sign into iCloud. Not long after logging in though, my iCloud session ends and the site tells me I need to sign in again to keep using it.
