I have 15 years of experience and I keep my resume to two pages by listing only my most recent positions (they’re also the ones most pertinent to my current career path, which helps).
About half of the resumes I've reviewed are 1 or 2 pages in length. The other half have over four pages of resume. One guy had a 8 page resume listing every tiny detail of every job over the past ten years. In my mind, resumes shouldn't be more than 2 pages, and there should be a good reason for that second page.
The answer most recruiters would give you is: your resume should be as long as it takes to articulate your experience and background very well. In other words, you could fill 3 pages with 'fluff', and it would be crap.
