This format is seen in 3DS titles to store Wii U/3DS-format Mii data files. It is identical to the FFSD format, though the fourth byte (known to store the console the Mii originates from) is set to 30, as to identify the Mii as a 3DS Mii. This format is also used to store Miis inside of amiibo.

The team that was originally behind NookNet, an Animal Crossing tools site saw the creativity that Miitopia caused, and wanted to do whatever they could to support it. They launched earlier today, but have over 250 Miis so far, and are already working on improvements that the community suggested.
Reopen the CFL_DB.dat file and and head to MIsc. click export and export the personal mii to your desktop. now reimport that mii file into the mii editor and put it in any slot and page. navigate to the all miis section and select the mii you just imported.
