If a Warrior doesn't crit one of the two BBs to start the fight, a skilled DRG is likely at risk of pulling threat at exactly 18-19s. Preemptively buffing (losing half a GCD of uptime on your first buff, and no uptime on the second) simply stacks the threat in the favor of the WAR, instead of relying RNG and adding risk to the fight.
For an understanding of how everything worked properly, I mapped out a 6 minute rotation of 3 builds - 4.1 Warrior, 4.2 Warrior landing only 4 FCs in Inner Release, and 4.2 landing all 5 FCs. Simply missing 1 GCD in that 10 second window is a loss of 140 DPS.
