The 11-foot-8 Bridge: railroad bridge in Durham, NC designed in the 1920s w/ a clearance for vehicles of 11'8", standard height when it opened. Despite numerous signs, many vehicles have collided with the overpass, often shearing off trucks' roofs, earning the bridge the nickname the "Can Opener".
Hang something from the bridge itself to make the clearance even lower - like 8 feet - so drivers immediately, instinctively see that their trucks won't fit. I'm sure most drivers are seeing the warning signs, but they're not slowing down because they don't think the warning applies to them. Make it so obvious that the numbers don't matter.
