A fixed-base operator (FBO) is an organization granted the right by an airport to operate at the airport and provide aeronautical services such as fueling, hangaring, tie-down and parking, aircraft rental, aircraft maintenance, flight instruction, and similar services.
An FBO is defined as a business operating under a lease with an airport-owning authority that dispenses aviation fuel, but may provide a much more broad array of services to aviation customers. Fuel and maintenance are considered the top two services provided by U.S. FBOs.
