This document describes a laboratory activity for a Highway Engineering course involving a running speed study. Students will use a moving vehicle technique to collect travel time and delay data along a test route.
The rate of movement of a vehicle in distance per unit of time also known as speed. The common unit is km/hr. running speed is calculated by dividing the total distance by the total running time (only the time vehicle is in motion) for the route.
Speed data is needed for a variety of traffic analyses. Spot speed data refers to measurement of individual speeds of vehicles passing a point on a roadway. Care must be taken to conduct the study appropriately so that the sample data will adequately reflect speed characteristics of the population.

INTRODUCTION. Speed is an important transportation consideration because it relates to safety, time, comfort, convenience, and economics. Spot speed studies are used to determine the speed distribution of a traffic stream at a specific location.
The current 2009 MUTCD states that the speed limit should be within 5 miles per hours (mph) plus or minus of the 85th percentile speed. The MUTCD does recognize that other road characteristics, such as alignment, parking practices, pedestrian activity, etc., are factors in setting safe speed limits.
Some basic terms. Spot speed: instantaneous speed of a vehicle at a specified cross-section or location. Average speed: it is the average of spot speeds of all the vehicles passing a given point on the highway. Running speed: It is the average speed maintained by a vehicle over a particular stretch of road, while the vehicle in motion.
