25 sty 2024 · DoS sets the per diem rates for foreign locations. Rates are updated at the beginning of each month. DTMO prescribes rates for non-foreign locations overseas (also referred to as OCONUS locations, which includes Alaska, Hawaii, Guam, Puerto Rico, etc.).
GSA Per Diem Rates Calculation of travel per diem rates within the Federal government is a shared responsibility of Department of State (DoS), the General Services Administration (GSA), and the DOD Per Diem, Travel and Transportation Allowance Committee (Per Diem Committee).
The per diem rates in lieu of the rates described in Notice 2021 -52 (the meal and incidental expenses only substantiation method) are $74 for travel to any high-cost locality and $64 for travel to any other locality within CONUS.
The standard CONUS lodging rate for FY2023 is $98. GSA reviews the standard rate on an annual basis. GSA uses a travel industry metric, the average daily rate. (ADR), to determine lodging per diem rates. Lodging per diem rates have been based on the ADR, less 5%, since FY2005.
Per Diem rates are the amounts each traveler is allowed to spend for lodging, meals, and incidentals (M&IE) while on official travel. Per Diem is not authorized for local travel (within 50 miles of duty location).
