13 maj 2020 · All you'll be deleting is a temporary file that's stored during the download. Normally this file is moved to the Workshop folder once completed, but because it's corrupt Steam doesn't recognize it and it stays in the Downloads folder. This is an issue that currently affects all Workshop games.
25 mar 2022 · Right-click on 'Cities Skylines', and select 'Properties' from the drop-down menu. In the window that opens go to 'Local Files'. Here you can verify them. Any missing content from the base game, DLC's and Workshop will be downloaded and installed again.
17 sie 2020 · After i got an RAM extension, and we installed CS on a new drive (not C), the problem did not occur anymore: all mods and essets were downloaded (took very long time first time, i do not to trim down )). After i switched all mods on again, the city opened in good shape!
28 lip 2018 · You're not alone, been happening for me for at least the last hour, myself. Restarted client, restarted pc, reinstalled Steam, tried the same thing again on a different PC; the workshop seems to be broken right now.

I ran into a similar issue and found that I had my Steam client downloads paused. At the very bottom of the list? "Cities Skylines: Steam Workshop Content" Let it run and bingo, my Steam Workshop mods are now downloaded and working again!
