13 maj 2020 · All you'll be deleting is a temporary file that's stored during the download. Normally this file is moved to the Workshop folder once completed, but because it's corrupt Steam doesn't recognize it and it stays in the Downloads folder. This is an issue that currently affects all Workshop games.

Since the mods are downloading and showing up in game for you, it seems unlikely to be the same issue. But you can try the last steps AquilaSol listed and see if that fixes any mods that aren't working.
2 kwi 2024 · If not, a Mod is just not working with its current version or dependency. Get consistent results now. After pc restart I have to open cities 2 times. First time the Mods don't appear but always get downloads (updates), the second time, they do and everything runs smoothly.
it's been a while since I last played cities skylines and I wanted to play it earlier, but when I went to make sure my downloads were there, they aren't. they are all downloaded, and showing in the "steam workshop" tab, but not in their actual categories.
