Not in my experience. Some airlines offer bereavement fares, but I have always found a regular fare to be cheaper. And, you have to purchase a last minute, one-way fare back to the states, which is very expensive. I don't see any flights on airlines with one way pricing (Norwegian) that fly even close to your routing. Cheapest I found was on TAP.
Do find out in advance. I know for a fact that Air Canada offers bereavement fares. However, there are certain policies and booking codes you have to follow so check with the airlines. Also, not all airlines offer this fare these days.
I agree; bereavement rates are usually no bargain. If offered, they are often 50% off the highest unrestricted fare price. You can probably do better, even with a last minute ticket, just looking for the lowest restricted fare.
