He's running under minimum specs for the game @ 1440p on nearly all High settings. This is a 2023 title, not a 2018 title. With the same settings on my 7800X3D and my 3070ti I expect to get MUCH better performance than he is, because my computer meets and exceeds to recommended.

Play around to get your desired balance between graphics quality and performance.
