On June 4, 2019, the U.S. Office of Foreign Asset Control announced new restrictions for travel to Cuba. This means Delta can no longer carry any customers to Cuba under the previously allowed “group people-to-people” travel authorization.

American Airlines is only charging bag fees going one way down to Cuba -- but bags are free on the return. Assume it must have to do with the collection of money in Cuba. The Delta website doesn't directly address this -- but makes it appear that the bags get charged going both ways.
