Reykjavik, by far and large, is the cheapest city to fly to Europe from the US. The problem, however, is that Iceland is far from continental Europe so you would need an additional flight to go anywhere else.
Go to Russia in summers or around Christmas. Quite cheap compared to other European cities, but it got same vibes and so many places to see. And due to the war, stay is cheaper and flight too. There's also a direct flight from Aeroflot to and from Delhi.
Last I checked for dates, I could do Zagreb for about $1100. It's cheaper to fly in and out on Mondays. In Croatia, trains aren't really an option. You can get from Zagreb to other European cities. But within the country, it's public bus. We're still debating on what to do. Buses can take a lot longer than just driving.
