Once you get a couple of weeks into the year the prices drop bigtime. I would try Brussels and Amsterdam. I would also try a few random cities and see if the price drops, kind of the rope a dope method. Like with funky connections you might end up with a deal to Milan or Rome or Zagreb.
Kayak has a decent database to help narrow down your search. Just note that the big two cities in Portugal (Lisbon and Porto) are pretty pricey right now. Last time I looked, a month in a hostel bunk bed cost $800 before fees.
AMS (Amsterdam Schipol) is one of the cheapest to fly into; it's a major hub so if you want to go somewhere from there it's not too hard. If you want to save money, avoid London like the plague. Amsterdam can be cheap if done right; believe it or not, staying in the red light district isn't bad and is a bit cheaper than going to the major hotels.
