From Rome just take a train to Naples. For Dubrovnik take a low cost carrier. Flights into Italy are generally cheapest to Rome and Milan. To get to Amalfi it's just a quick flight to Naples or a long train day. To reach Croatia, you could fly to Zagreb then train to Dubrovnik.
The flight is around (~$550ish to Sao Paolo and ~$770 to rio). A quick search says I can stay 7 nights for around $320ish in rio. So about $700 left over to spend for 7 days.
Usually you can find bargains to second-tier airports (e.g., Barcelona, Dusseldorf, Lyon, etc.) when airlines are having sales, and the rest of the time the cheapest flights are Amsterdam, Dublin, and Madrid.
