I wouldn't call it a scam as much as just how certain places operate. From the Italian's point of view, he's bringing you food, you are eating it, then you have to pay for it. Once you've eaten it, it's hard to give it back because it was too expensive.
An argument could be made that travel is almost never required. Charging $2k for a conference plus requiring you to stay at a hotel with inflated room prices under the guise of a "reduced" rate.... it's a scam. no thanks.
