Re-add the account & notes in settings /mail /accounts /add account - add back the yahoo account and make sure notes is toggled on. If the notes do not come back you should contact yahoo for them to fix.

To help with this, please check the Recently Deleted folder in the Notes app on your iPhone, and then check the Yahoo website for this note and here are some resources to help with this:
11 wrz 2023 · All missing notes are in “Note” folder of my yahoo account but not on iPhone or iPad. I literally watched them vanish from my iPad. You'll need to contact yahoo support, seen many post recently the same issue you're having and they all sync with yahoo.
