You can export a Wikipedia page such as an article and save it as a PDF file in several ways: Some web browsers allow you to simply Save As... or Print to PDF. Wikipedia's inbuilt Download as PDF option.
The cleanest navigation page is http://download.wikimedia.org/. Just download a *-articles.xml.bz2 file and some software to read it. The enwiki page lists all downloads for English. There are download tools. Windows software to read that data can be found here, e.g. the BzReader offline reader.
