If you don't have a domain name, try example.com instead. They of course aren't going to do anything sketchy because they are the official "example" domain name. That said, it seems weird an app would require the API key.
The standard user keys are available to everyone, all that is required is a Steam account and the domain name that will be associated with this key. You will also need to agree to the Steam Web API Terms of Use. You can create a user Web API key from the registration page on the Steam Community.

To create your SteamWebAPI Key head over to steamcommunity.com and log in with your account. When creating a new Key, enter your Server's IP Address (without Port) in the Domain Name field. Then agree to the Terms of Use and click Register.
