I have 178.96 GB free for scratch disk, no temp files, already reset Photoshop settings and it still doesn't let me edit the file (specifically text box, adding layers, or even open existing files). Any suggestion?
Completely shut down your computer and restart. That should clear the temporary caches enough to let you open photoshop. Once open, you need to set up a new scratch disk before continuing to edit.

20 sty 2018 · If Photoshop cannot launch because the scratch disk is full, hold down the Cmd + Opt keys (Mac) or Ctrl + Alt keys (Windows) on launch to set a new scratch disk. I was able to reset the scratch disk and so far Photoshop is launching fine.
