If you're not already in Standard mode, click the hamburger icon in the top left and select it. Now tap the keep-on-top icon next to the "Standard" title.
With Windows 10 you can just simply pull the calculator icon from the Windows menu to your desktop, right click it and then select properties. The window that opens should allow you to add a hotkey.
If you're using the Windows 10 calculator app in Standard mode, you can keep your calculator window on top of other windows as you work. Just select the Keep on Top button. It's either next to Standard, or in the upper left corner.
