After defeating the gnolls attacking Rugan and his pal, do not use ANY intimidation or persuasion dialogue options. Instead, just get Rugan to tell you about his Zhentarim base (I think there is a passive arcana or history check required), and let him be on his way to deliver the shipment himself.
By exploring the storage yard near the barns, you will find a man crouching. Depending on what you have done, you can share a password with him that you got from rescuing the men in the cave near the Gnolls, or you can use Detect Thoughts on the man and find out what the password is.
