Right now I have lvl 42 combat, 35/35/20 atk/str/def, 43 prayer 45 magic and 40 ranged. The quests I want to do most are Horror from the Deep, Dragon Slayer, and Desert Treasure. What level would I have to be for those?

If keeping up with combats is too grind for you osrs in general might not be for you these days. I think the general strategy is to quest to ~40 (Waterfall, Fight Arena, Tree Gnome Village etc) then afk the best crab you have available until you have the stats you want.
The optimal quest guide lists Old School RuneScape quests in an order that allows new Members to progress in a way that minimises the amount of skill training to completion of all the quests. This guide does not show the most efficient quest order.
For example, at base 80s, I would need any of the following for the next combat level (from 112 to 113): 4 Constitution or Defence levels, 8 Prayer levels, 8 Summoning levels, 4 Attack or Strength levels, 2 Magic levels, 2 Ranged levels. Then, from 112 to get to 114, it would depend which route you took above.
