You can cancel a Travelocity flight using your itinerary number, phone number, or email address, or by logging into your Travelocity account.
From the travelocity.com website, under "Support - Customer Support - Contact Us", a phone number of 1-855-863-9601 is listed. They also have a Callback button you can click. You enter your name, itinerary number, and phone number and they will call you back. They list the wait time.
From my experiences, Travelocity and Orbitz are very true to the 24 hours rule and it doesn't take much to get a full refund. Try to cancel your ticket after 24 hours for most reasons, however, and you'll be out of luck.
