It's Snow Bother is a seasonal quest released with the 2023 Christmas event. The quest does not award quest points and is not required for the Quest Cape. It will be available each year during the Christmas period.

Holiday rewards are items which Jagex initially decided to drop randomly across RuneScape on certain holidays when RuneScape Classic was still known as RuneScape. On Easter, Hallowe'en, and Christmas, Jagex would drop a certain item.
Holiday events are special themed events released around the time of a special event or celebration. They are often quest-based, and will reward players with song tracks, themed items (typically also including ones from previous events of that particular holiday) and/or emotes.
It's Snow Bother is a new seasonal quest which will return each year around Christmas. It will not reward quest points, but will reward winter themed cosmetics, access to a daily present delivery activity, and access to the decoration making activity in the Christmas Village.
