I took a flight from Boston to California in mid-July on a Basic-Economy fair. My personal item was my Tom Bihn "Brain Bag" backpack which, even when empty, exceeds the size requirements listed on the United website (for personal items). My bag was full but not stuffed.
When your group is called, NO ONE will be allowed to board with a carryon. It makes it easy to police. If you have the United Credit Card, with Basic Economy you still Board with Group 2 AND are allowed one Carry On. You also get one free checked bag with the card too.
My friend booked our tickets with United as Basic Economy via Expedia, which told us that we'd get free carry-on bags, but the United website says we only get a personal item and need to pay to check a bag if we're basic economy.
