I used to use Travelocity's dream fare (think that was the name) tool back in the early 2000s. Basically I would select my home airport and then I'd get a list of destinations/packages by price and I could plan a trip based on what was cheapest and go by whatever dates those cheap fares were offered.
Travelocity is owned by Expedia, so at least you know it's legit. The cheaper the site (orbitz, priceline, etc.), though, the less flexibility you have (cancellation fees, modifications, etc.), and the more sacrifices you make, be it in travel time, departure time, stopovers, etc.
