  2. As a Chicago resident, the cheapest flights I've ever found to Europe by a wide margin are on Turkish Air to Istanbul. They have a daily non-stop from Chicago and you can find prices that are not much more than flying to California.

  3. There is no cheapest city, you will have to do the legwork by checking yourself on Skyscanner/Kayak/matrixita etc. I think if you need to meet your friend in NL then probably it would be best to fly there and not have to incur extra costs to get to her.
