Re-add the account & notes in settings /mail /accounts /add account - add back the yahoo account and make sure notes is toggled on. If the notes do not come back you should contact yahoo for them to fix.

Go to settings>Apple ID (your name at the top>iCloud>iCloud backup - turn on and select "back up now." Go back to settings>Apple ID>iCloud>turn notes off - choose to keep on device.

Open Notes, then tap the back icon until you see your list of notes. Tap the Search bar and type a word, phrase, or the title from the note that you're looking for.
