I had a similar problem till I realized that "no-tick-view-distance" in paper.yml is now "view-distance" in server.properties and the old "view-distance" is now "simulation-distance". Was relying on old tutorials and took me quite a while to figure that out. I don't know why, but after updating to 1.18 paper, every player can no longer see far.

this issue was since 1.18.0. Upon adjustment of render distance you are unable to adjust it higher than 16 for any world. Either you mess with the files(not easy on PS) or you find another way to set the distance higher than 16 so it shows up as 16+ again(thats what im doing)
