It uses a LinearVelocity to apply force, however when a car has Network Ownership, parts that are not welded to the model’s primary part ,but rather attached with Hinges or Cylindrical Constraints, seem to have a really weird behavior.

I then use a script to set the velocity of the BodyVelocity object to head in the direction of the given goal.
