Re-add the account & notes in settings /mail /accounts /add account - add back the yahoo account and make sure notes is toggled on. If the notes do not come back you should contact yahoo for them to fix.

My kids moved notes to Yahoo notes & then later she delete that. Earlier she had done that by as in noted we can recover from the recently deleted folder so it was recover. my bad luck Yahoo doesn't have that.
