The 012 number works for travel paperwork, airport PCR testing SMS and even for Tabling SMS (walk up dining reservations); however, 012 is not accepted as a valid number at many places like government PCR clinics, Korea Post, Naver, etc.
Two caveats: this only works if your phone can support two numbers. Also if you need a local Korean phone number for whatever reason (e.g. vaccine verification etc) you probably need to get a local sim.
